Walk into any AI infrastructure discussion and you’ll hear the same question:

What’s your GPU utilization?

It’s become the infrastructure equivalent of asking a web service for its CPU utilization. The assumption is simple: higher utilization is better. After all, GPUs are expensive, and a cluster running at 90% utilization sounds far more impressive than one running at 50%.

For a long time, I believed that too. Then I spent more time working on GPU scheduling and multi-tenant AI workloads. The reality is far more complicated. In many environments, maximizing GPU utilization is not the goal. Sometimes it’s the problem.

The Metric Everyone Loves

GPU utilization is easy to understand. A GPU sitting idle looks wasteful. A GPU running continuously looks productive. Executives like it, engineers like it, and infrastructure teams put it on dashboards. Soon entire organizations begin optimizing for it.

The problem is that utilization is a resource metric, and customers don’t care about resource metrics. Nobody buys AI infrastructure because they want high GPU utilization. They buy it because they want jobs completed, models served, experiments finished, and latency reduced. Utilization is only valuable if it helps achieve those goals.

The Highway Analogy

Imagine a highway. At 20% capacity, cars move freely. At 50%, traffic is efficient. At 80%, everything still feels good. At 95%, the smallest disruption creates a traffic jam.

GPU clusters behave similarly. As utilization approaches saturation, queue times increase, scheduling becomes harder, fragmentation appears, interactive workloads suffer, and tail latency grows. Everything looks efficient until it suddenly doesn’t. The dashboard still looks healthy. Users disagree.

The Latency Nobody Measures

Many teams focus on GPU utilization when they should be measuring time to first token, queue wait time, job completion time, and scheduling delay. A GPU can be 95% utilized while users wait minutes for work to start.

From the infrastructure perspective, that looks like success. From the user perspective, it’s a failure. The cluster is busy, and the customer is unhappy. Those are not contradictory facts. They’re what happens when you optimize for the wrong thing.

Utilization Creates Perverse Incentives

The moment utilization becomes a KPI, behavior changes. Schedulers become more aggressive. Queues grow longer. Workloads get packed tighter. Resources become harder to obtain. The system becomes optimized for the metric instead of the user.

We’ve seen this pattern before. Organizations have optimized CPU utilization, memory utilization, and storage utilization, only to discover they had optimized themselves into poor user experiences. GPU infrastructure is repeating the same lesson.

The Multi-Tenant Problem

Things become even more interesting in shared environments. Imagine two users. User A has a large training job that runs for hours. User B has a small inference workload that needs an immediate response.

A scheduler focused solely on utilization often prefers keeping large jobs running continuously. The cluster appears efficient. Interactive workloads suffer. Suddenly utilization and fairness are working against each other. This is where scheduling becomes less about resource usage and more about policy: who gets access, when, and at what cost. Those are not utilization questions. They are product questions.

The Real Bottleneck

One lesson I’ve learned repeatedly is that GPUs are rarely the only bottleneck. Teams often discover problems in data pipelines, storage throughput, network bandwidth, model loading, scheduling delays, and batch construction. GPU utilization becomes a convenient target because it is visible. The actual bottleneck is often elsewhere, and raising utilization may simply make those bottlenecks worse.

The Scheduling Trap

A common mistake is assuming scheduling exists to maximize utilization. Good schedulers do something more important: they balance competing objectives, including fairness, throughput, latency, utilization, and user experience. The moment one objective dominates, the system becomes unhealthy.

A scheduler that only optimizes utilization is like a city that only optimizes traffic volume. People still need to get where they’re going.

What I Measure Instead

If I had to choose between 95% utilization with 10-minute queue times and 65% utilization with 10-second queue times, I would choose the second every time. Because users experience latency. Users experience waiting. Users experience unpredictability. Nobody experiences utilization.

The metrics I care about most are queue time, job completion time, time to first token, fairness, success rate, and user satisfaction. Utilization matters. It just isn’t the objective.

The Lesson

High GPU utilization is not evidence of a healthy AI platform. It is evidence that GPUs are busy. Those are not the same thing.

The best infrastructure teams understand the difference between a resource metric and a business metric. Utilization is useful, but it is not the goal. The goal is delivering outcomes. Sometimes that means accepting lower utilization in exchange for faster responses, better fairness, and happier users. And in the long run, those trade-offs usually create better systems.
